PN Leader Alex Borg announces seven new measures that reduce taxes for small businesses, cut bureaucracy, strengthen workers and provide more support to voluntary organisations
A new Nationalist Government will give A Fresh Start to Maltese and Gozitan businesses by placing small enterprises, workers, NGOs and voluntary organisations at the centre of its economic policy.
During a press conference, the Leader of the Partit Nazzjonalista Alex Borg, together with PN candidates Adrian Delia and David Pace Ross, announced a package of seven strong measures that directly address the realities faced by small businesses, the self-employed, Maltese shops, family businesses, workers and organisations working within the community.

Alex Borg said that the Partit Nazzjonalista understands the difficulties faced by Maltese and Gozitan entrepreneurs and wants to help them continue investing, growing and employing more people. That is why a new Nationalist Government will review the company tax system holistically — a pledge the PN Leader made months ago, just weeks after being appointed PN Leader, and on which he is today making a clear commitment.
The package announced today includes seven proposals: four for Maltese businesses and three for NGOs and voluntary organisations.
Measures for businesses:
- Reduced tax for micro enterprises and small and medium-sized enterprises (SMEs) – the PN will reduce tax for micro enterprises from 35% to 15% and for small enterprises from 35% to 25%.
- Increasing the VAT exemption threshold from €35,000 to €70,000 – the PN will raise the threshold for a business to qualify for VAT exemption from an annual income of €35,000 to €70,000. This means that the threshold will be doubled in order to reduce bureaucracy and free small businesses from the burden of VAT forms.
- Specific training provided by employers to be 100% funded – specific training provided by employers will be fully funded. Employers will pay nothing, allowing them to continue investing in their employees and ensuring that workers remain up to date with today’s developments and technology.
- Industrial spaces for small Maltese businesses – the PN will offer industrial spaces for small Maltese businesses through a fully affordable rental scheme, running in parallel with existing purchase schemes.
Measures for voluntary organisations and NGOs:
- Voluntary organisations will receive a full VAT refund – NGOs and voluntary organisations will receive a full refund of all VAT paid on the purchase of products and services directly related to their work.
- A 30% credit on donations to NGOs – the PN will introduce a 30% credit on donations to NGOs, up to €50,000 per year.
- Extension of the Government property purchase scheme to NGOs – a new Nationalist Government will extend the Government property purchase scheme to NGOs and voluntary organisations.
Alex Borg said that Maltese businesses have felt alone for far too long. Many are facing rising costs, labour shortages, administrative burdens and difficulties in accessing industrial space at a reasonable price.
Therefore, a new Nationalist Government will not be a government of many fine words but no substance. It will give small and medium-sized businesses, which make up 99% of businesses in our country, practical tools to grow, invest, employ people and continue expanding their operations here in Malta.

The Partit Nazzjonalista speakers explained that the reduction in tax for small companies will give Maltese and Gozitan entrepreneurs breathing space, while helping them improve their cash flow, invest more in their businesses and become more competitive.
The Partit Nazzjonalista also said that the current VAT exemption threshold no longer reflects today’s economic reality. Because of inflation, many self-employed workers and small businesses have exceeded the threshold not because they have truly grown, but because prices have increased. Therefore, a new Nationalist Government will double the threshold to €70,000 so that the self-employed and small businesses can focus on their work, their clients and their growth.
The PN will also address the urgent need for new training and skills in the workplace. Under a new Nationalist Government, specific training provided by employers so that workers can train, update their skills or learn new skills will be fully funded. This will help businesses become more competitive and help workers improve their prospects and the possibility of better wages.

Another important measure is the creation of industrial spaces with affordable, long-term rent for small Maltese businesses. The PN said that schemes based solely on purchase subsidies do not reach the small businesses that need help most, because many of them cannot afford to buy an industrial unit costing hundreds of thousands of euro. Therefore, a new Nationalist Government will offer an affordable rental scheme that works in parallel with existing purchase schemes.
The announced package also includes direct measures for NGOs and voluntary organisations, because the Partit Nazzjonalista understands their essential importance in our society. A new Nationalist Government will give voluntary organisations a full VAT refund on purchases directly related to their work, introduce a 30% credit on donations of up to €50,000 per year, and extend the Government property purchase scheme to NGOs.
The Partit Nazzjonalista said that these are measures that will leave more money in people’s pockets, more money in the hands of Maltese entrepreneurs so they can continue investing and employing, and more support for NGOs so they can remain an essential part of our community.

These measures form part of a wider economic vision that the Partit Nazzjonalista began explaining this week: an economy that creates wealth, creates new niches, delivers returns for the country and leaves more money in people’s pockets.
Among these new niches are the Mediterranean Maritime Fuel Hub, which is expected to generate around €450 million in the Maltese economy in the first three years; investment in Data, AI and New Space, which is expected to generate around €100 million in the first five years; and the PORT – Cultural District project in Marsa, an investment of around €350 million to strengthen the creative economy, which is expected to generate around €110 million per year.
The measures announced today follow those announced yesterday, through which a new Nationalist Government will reduce taxes for people through a holistic personal tax plan and by removing taxes on inheritance and on the donation of immovable property. Through an economy that delivers returns, the PN will also be able to invest in Maltese businesses, NGOs and our communities.
Alex Borg said that this package shows the difference between a tired Labour Party that wants to control, and a Partit Nazzjonalista that wants to empower people.
The Labour Party increased burdens, allowed bureaucracy to grow, left small businesses to struggle alone and failed to make sufficient use of the benefits of Malta’s membership of the European Union. The Partit Nazzjonalista will use every available tool to make life simpler, fairer and more sustainable for those who work, create jobs and serve the community.
All the measures have been costed, are feasible and will be implemented by a new Nationalist Government.
The Partit Nazzjonalista said it is concerning that, while the Partit Nazzjonalista is focused on what it will offer people after 30 May, the Labour Party has been gripped by panic to the extent that yesterday Clyde Caruana called a press conference to say that his calculator is not giving him the same numbers as the Partit Nazzjonalista. Although Clyde Caruana knows that he seized on only one line from a full document and is using it to try to mislead the public, he still chose to do so.
People want to hear how they will live better in our country after 30 May, and the Partit Nazzjonalista has shown clearly from the very start of the campaign that it knows where it wants to take our country and is showing, day after day through its proposals, how Maltese and Gozitan people will live a better life in our country.
On 30 May, the people have a clear choice: either more of the same burdens, bureaucracy and injustices, or a new Nationalist Government that gives A Fresh Start to our businesses, workers and communities.
