Safety is not a luxury, but a fundamental right of every Maltese and Gozitan family. That is why a new Nationalist Government will give national priority to the country’s safety by investing in the members of the Disciplined Forces, strengthening the fight against crime and once again giving peace of mind to our families.
During a press conference, the Leader of the Partit Nazzjonalista Alex Borg, together with PN candidate Darren Carabott, presented 12 proposals based on the vision of A Fresh Start for the Disciplined Forces.

Alex Borg began by expressisng gratitude to all those who serve in the Forces of Order and the Disciplined Forces, who provide an essential service to the country every day and, in certain circumstances, even put their lives at risk. He said that these workers have a vocation to serve the country, but many of them are feeling discouraged because of a lack of support, working conditions that need to be improved, and a system that does not always give them the resources they need to carry out their duties in the best possible way.
The PN Leader said that, although Malta has always been known as a safe country, today many families are noticing that certain problems are growing before their eyes. He referred to the latest Annual Crime Review published by the Government itself, which shows that:
- Violent crimes increased from 344 cases in 2024 to 383 cases in 2025
- Cases of armed robbery increased when compared with 2024
- Car thefts rose from 209 cases in 2024 to 309 cases in 2025
- Cases linked to drug trafficking increased by 111%
Alex Borg said that behind every number there is a person, a family, a story and a victim. He said that the aim of the Partit Nazzjonalista is to strengthen Maltese and Gozitan families by giving them back the peace of mind of living in a safe country.

A new Nationalist Government will invest fully in the workers, infrastructure and resources of the Disciplined Forces. This includes better pay and working conditions, strengthening their safety, and concrete measures to ensure that the country attracts and retains the best talent within the Disciplined Forces.
The 12 proposals announced are:
- We will recognise and appreciate the valuable contribution of all members of the Disciplined Forces, while remaining committed to improving their pay, strengthening their safety, improving their working conditions and raising their quality of life.
- The introduction of a pay and pension scheme for members of the Disciplined Forces who choose to continue serving after 25 years of service. These members will be able to receive their service pension together with their salary, with this benefit applying for a maximum of 10 years from the point at which they reach 25 years of service.
- The service pension of retired members of the Disciplined Forces will increase every year so that it is aligned with the times and with the rank held by the member when they retired. This will be equivalent to two-thirds of the current salary of the particular rank with which the member retired.
- An annual cost-of-living adjustment will be introduced in the service pension for the rest of the life of every member of the Disciplined Forces who retires after 25 years of service.
- Injustices suffered by members of the Disciplined Forces over the years will be addressed. All those who suffered some form of injustice at work will be heard by an independent board so that their complaints are addressed and a remedy or compensation is given where deserved.
- A scheme will be introduced to encourage former members of the Disciplined Forces who are no longer in service to return. This measure is aimed at those who, in the past, felt hurt or discouraged, so that their experience can be brought back into the service of the country.
- Police stations in localities will be reopened.
- Renovation works will be carried out in those police stations that require them, so that they have a better environment, tools and resources to operate. This is a concrete way of giving respect back to the Police and encouraging them in their work.
- Strategic investment will be made in modernising the capabilities of the Armed Forces of Malta. The Armed Forces must be ready for an increasingly complex security environment, with investment in modern technology, training and adequate resources, with emphasis on areas such as cyber security, national defence, emergency response and search and rescue.
- At the Corradino Correctional Facility, a new Nationalist Government will implement a policy of discipline with dignity, where the time spent in detention, while serving as a deterrent, will focus on rehabilitation and the reform of the individual. This includes opportunities for study and work within the community for those serving prison sentences for certain offences, particularly with regard to the reform of young people.
- We will invest in the Civil Protection Department through a digital system of building blueprints in Malta, so that in cases of emergency workers will have immediate access to the correct site plans and will be able to provide a more effective and safer service.
- The fight against drug trafficking will be strengthened through intelligent enforcement and investment in advanced technology at ports, as well as monitoring systems to dismantle criminal networks. These measures will focus on traffickers and organised crime, while greater investment will be made in educational programmes for prevention and in the rehabilitation of victims of drugs.
Darren Carabott said that, through these proposals for the Disciplined Forces, a Nationalist Government wants not only to show the appreciation of the whole country towards these people for the service they provide, but also to give everyone peace of mind by strengthening security services in our country. Improvements in the pay of these officers are intended to improve the quality of life of these workers.
The Pay and Pension measure will ensure that the Corps do not lose experienced officers after 25 years. Better conditions will help attract more people to the Disciplined Forces and encourage those who already have experience to continue serving, while improvements in pensions will not only improve the lives of retired officers, but also encourage those who are still in service. The reopening of police stations in localities is crucial for a sense of safety in towns and villages, while renovation and the provision of resources will make officers’ work easier and more comfortable. The Armed Forces of Malta need serious investment to remain relevant to today’s realities, while at Corradino reform is needed so that this facility truly helps in the rehabilitation of people. Strengthening the fight against drug trafficking is also crucial to protect people’s health.
The Partit Nazzjonalista wants a country where families live safely, where justice is served, and where mothers and fathers once again feel comfortable letting their children play outside or walk in the evening with peace of mind.
“Safety is not a luxury. It is a fundamental right of every Maltese and Gozitan family. And I believe that together we can once again build a country where people feel safe,” said Alex Borg.
