A Nationalist Government wants to reward those who, by their own choice, use their car less. Those who drive less will pay less for their car licence, or even pay nothing at all if they do not exceed 500km in a year.
This is a simple, fair and innovative proposal aimed at giving A Fresh Start to people’s quality of life, in a country where families are losing hours on the roads, workers are losing precious time, businesses are suffering, and traffic has become one of the biggest daily problems.
During a political activity at which the candidates for the 12th District were presented in St Paul’s Bay, Partit Nazzjonalista Leader Alex Borg – who will be one of the candidates on this district as well as on the 13th electoral district – said that while others promised many mass transport systems which all remained mere promises, the PN will ensure that, within the first five years, the first and largest line of an efficient and modern mass transport system begins operating. Alex Borg said that a Nationalist Government will deliver what it is promising.

This project will form part of a full plan that also includes other short-term measures. Here, he mentioned a proposal included in the PN electoral programme whereby cars that travel up to 500 kilometres per year will pay nothing in licence fees.
Under this scheme, the licence fee will increase gradually according to how much one uses the car – between 500 and 5,000 kilometres per year, the fee will increase gradually. Those who travel up to 5,000 kilometres per year will pay a maximum of 80% of the licence fee, while those who travel more than that will continue paying the licence under today’s rates.
Alex Borg said that a Nationalist Government will not punish anyone, but those who make a sacrifice to reduce their trips should be rewarded. This will help pensioners who don’t use their car very often, families who use their vehicle only for essential needs, those who work in a hybrid or remote way, and people who choose to travel together instead of using one car per person.
The PN Leader explained that the aim is for our country to start gradually reducing the burden of traffic. Today, cars in Malta travel an average of more than 7,000 kilometres per year. If this average moves closer to 5,000 kilometres, Malta will have less traffic, less congestion, less pollution and a better quality of life.
Alex Borg stressed that this is not just a proposal about car licences, but a proposal about people’s time, families’ peace of mind and the balance Malta has lost because of years of lack of planning in transport.
He referred to the plan that the Partit Nazzjonalista has for a better country. The electoral programme presented yesterday by the Partit Nazzjonalista is a vision of where we want to take the country, and how we will once again place people at the centre of our politics. The Partit Nazzjonalista has shown that it is prepared and knows how it wants to build Malta’s future. Through this programme, we want to build a legacy that will be enjoyed by the next generation. We want to ensure that, through the politics of today, we build for our children a better Malta and Gozo than the one we found, just as those before us did.
He mentioned a number of proposals that a Nationalist Government wants to implement, including lower taxes, the removal of inheritance tax, tax reform that leaves more money in the pockets of people and businesses, and energy reform that will lead to cheaper electricity bills and cleaner energy. He also mentioned the Mediterranean Maritime Fuel Hub project, which will generate millions and remove the gas tanker from Marsaxlokk Bay, as well as new niches in AI, New Space and Data, together with investment in a cultural hub. These are all niches that will not add burdens, but will generate more money for Maltese people.
While speaking about the new niches and the electoral programme, Alex Borg mentioned the AI tool available on the Partit Nazzjonalista’s website, which helps people find what they are looking for in the PN electoral programme in a modern and fast way. This tool, launched yesterday alongside the electoral programme, generated 5,000 results in the first 24 hours and is evidence of the new and modern politics being carried out by the Partit Nazzjonalista. It also shows the strong engagement and interest of people in the proposals being put forward by the PN.
Alex Borg said that he is proud to be a candidate on this district and also proud of the strong team of candidates the PN has, while appealing for everyone, in the final days of the campaign, to continue working to convince more people, so that on 30 May we can together give A Fresh Start to Malta and Gozo.
This activity was also addressed by the PN candidates on the 12th District, which includes Mġarr, Mellieħa, St Paul’s Bay and Burmarrad.

Charles Azzopardi said that today the Partit Nazzjonalista is presenting 16 strong pillars across all sectors, with new niches that will strengthen the country and ensure that the economy reaches everyone. He said that today in the Partit Nazzjonalista there are a number of candidates who once identified with the Labour Party, but who today felt that, in order to work for the Maltese and Gozitan people, they had to join the Partit Nazzjonalista. He insisted that the PN will not forget any hobbyists. The Partit Nazzjonalista is the party of the whole nation.

David Bonello said that Alex Borg is a Leader who gives energy to all those who want to work in favour of Malta. He said that in two days the PN Leader won two political debates, but now the most important victory remains. He spoke about the Partit Nazzjonalista’s plan on population – a problem created by the Labour Party in Government and which a Nationalist Government wants to address seriously. He said that the people are reacting positively to what the PN is proposing and that, in these final days of the campaign, the work to convince more people cannot stop so that after 30 May we will have a government led by Alex Borg.

Ivan Castillo spoke about the political maturity of the PN Leader and how this is convincing more and more people to choose A Fresh Start for our country. He mentioned several measures being proposed by the PN, including in security, and also spoke about the Mediterranean Maritime Fuel Hub project – a project that has irritated the Labour Party so much, and about which they found nothing to criticise, that Labour resorted to personal attacks in an attempt to undermine it. This is because the Labour Party is in panic and has nowhere left to go. Ivan Castillo appealed for people to give their trust through their vote to every Partit Nazzjonalista candidate on 30 May.

Graziella Galea said that she was raised in a home where politics was part of daily life, and today she carries with her everything she learnt over the years. She said that politics is not a pastime but a service to people. Over the years she has worked in politics, she has learnt to better understand people’s problems. She spoke about her sensitivity towards persons with disabilities, which her personal experiences have also helped her understand better. She thanked Alex Borg for his work and wished him well so that, after 30 May, he continues serving as the country’s Prime Minister.

Joseph Grech said that when Robert Abela called an election one year early, he thought he would catch the Partit Nazzjonalista off guard, but these three weeks of campaign have clearly shown how wrong the Labour Leader was. The electoral programme, built on 16 pillars, shows how long the PN has been preparing itself to serve in government. He spoke about how more and more people are moving closer to the Partit Nazzjonalista and saying that this time they want to give fresh trust to the party that can give A Fresh Start to our country. He said that, through work based on conviction, the Partit Nazzjonalista will be the government that leads Malta after 30 May.

Anton Mifsud said that this is the first time he is contesting on this district and that, during the home visits he is carrying out, he is meeting many people who are welcoming the proposals being made by the Partit Nazzjonalista. In particular, they mention the PN’s proposal to remove succession tax. He said that this measure gives breathing space to many people and is one of the proposals people mention to him most often. He said that the Partit Nazzjonalista is listening to everyone, and that Alex Borg and the Partit Nazzjonalista will continue taking care of everyone from government.

Jonathan Muscat spoke about how St Paul’s Bay has changed in recent years. He spoke about how past Nationalist Governments invested strongly in different areas, including Malta’s flag, making us the fourth-largest maritime flag in the world. By contrast, he said, instead of attracting investment to our country, others managed to place our country on the greylist. He said that the electoral programme A Fresh Start is a strong plan to give people a better life. He also referred to the proposal to remove succession tax and said that this is an injustice that a Nationalist Government will remedy once and for all. He appealed to those who do not want to vote on 30 May, to go out to vote for A Fresh Start for everyone.

Ian Vassallo said that the 12th District is made up of local councils led by the PN, and saluted all those who work for their localities. He spoke about health and about the regional hospital that was meant to be built in the district. A Nationalist Government is promising a new hospital in the northern part of Malta so that people in these localities will have quality health services close to them. He said that health must be given priority, and a Nationalist Government is guaranteeing this through modern hospitals and a national health park that will focus on prevention. He said that a Nationalist Government will continue working for people because it believes in them and in quality of life.

Rachel Williams said that those present are already convinced that on 30 May the choice is obvious. But beyond those who are already convinced, there are also those who are still considering how they will vote or whether they will vote. She focused on governance: she mentioned the law passed quietly by the Labour Government so that someone found guilty can get away by paying a small penalty, and the confusion in ARMS bills, saying that these are just two symptoms of bad governance. This while the honest citizen works, wastes time in traffic and faces problems created by others. She said that for us to have a just government on 30 May, we must vote for A Fresh Start.

George Vital Zammit spoke about yesterday’s Extraordinary General Council and said that it clearly showed the energy and vision with which the Partit Nazzjonalista is working. He spoke about local councils and the great work they do, and about how they deserve far more respect and resources. In the 12th District, the Partit Nazzjonalista is asking for people’s trust so that it can give A Fresh Start also to these localities. This will be done by ensuring that works are carried out according to a plan and with respect for people’s quality of life. He said that a vote for the PN is a vote for a new way of doing politics, and we are seeing this every day in the way Alex Borg is doing politics.
The Partit Nazzjonalista’s activities continue tomorrow with a rally in Mqabba with the participation of the candidates of the Fifth District.
