The first 100 days will establish a dedicated implementation unit, consolidate existing technical studies, confirm the first workable line, and prepare the procurement and permitting route. The programme is structured to deliver the first operational line within five years. This is not a project for another generation; it is a project to start, build and open within the next legislature.
